Joey Phahladira, 40, from Lindhaven in Roodepoort, Johannesburg, couldn’t find a state primary school in her area when she wanted to enroll her daughter in Grade R four years ago.

He ended up enrolling her in a private school.

“We didn’t send our son to a private school because we wanted to. We had no choice. Our area has only two English public primary schools; the rest are Afrikaans.
